Prohibits sale or distribution of bulk hydrofluorocarbons exceeding specified global warming potential (GWP) limits: 2,200 beginning January 1, 2025; 1,500 beginning January 1, 2030; and 750 beginning January 1, 2033.

Exempts reclaimed hydrofluorocarbons and those used in FDA-approved metered dose inhalers (inhalers exemption expires December 27, 2030) from GWP limits.

Bans use of hydrofluorocarbons with GWP greater than 750 that are not reclaimed to service state-owned or operated stationary equipment beginning January 1, 2025.

Requires the State Air Resources Board to adopt regulations requiring low or ultra-low GWP alternatives in sectors where compliance is practicable and to post an assessment by January 1, 2025 on transitioning California's economy away from hydrofluorocarbons by 2035.

Deposits penalties collected for violations into the Air Pollution Control Fund and does not require local reimbursement under the California Constitution.
