Extends the deadline for health care service plans and health insurers to establish maternal mental health programs from July 1, 2019, to July 1, 2023

Requires maternal mental health programs to include quality measures that encourage screening, diagnosis, treatment, and referral for mental health conditions occurring during pregnancy or postpartum period

Encourages health care plans and insurers to improve maternal mental health services by covering doulas, incentivizing obstetric provider training, and educating enrollees about available programs

Includes Medi-Cal managed care plans in the definition of "health care service plan" subject to these requirements, provided federal approvals are obtained and federal financial participation is available

Exempts specialized health care service plans from these requirements, except behavioral health-only plans offering professional mental health services
