SB 121 Summary

• Authorizes transfer of federal funds to the California Health Trust Fund for health care implementation, and expands the Abortion Practical Support Fund to provide grants for programs that increase abortion access with broader definitions of "practical support."

• Adds postgraduate physician assistant and nurse practitioner training programs to the Song-Brown Health Care Workforce Training Act eligibility for state medical contracts.

• Makes changes to mental competency procedures including making report contents permissive rather than mandatory, clarifying court determination requirements for involuntary antipsychotic medication, and allowing State Department of State Hospitals contracted funds to build new facilities.

• Requires the State Department of State Hospitals to provide patient information and records to district attorneys for commitment proceedings (unless prohibited by law) and modifies Medi-Cal copayment provisions to become inoperative July 1, 2022 and repealed January 1, 2023.

• Establishes a clinic workforce stabilization retention payment program providing up to $1,000 per eligible employee at qualified clinics (FQHCs, RHCs, free clinics, Indian health clinics) and implements continuous Medi-Cal eligibility for children under 5 years old contingent on federal approvals and appropriation.
