Expands the Electronic Waste Recycling Act of 2003 to include "covered battery-embedded products" (products with non-easily-removable batteries) in addition to video display devices, effective January 1, 2026.

Requires consumers to pay a covered battery-embedded waste recycling fee upon purchase of new or refurbished covered battery-embedded products, with CalRecycle establishing the fee amount by October 1, 2025, and adjusting it annually based on the California Consumer Price Index.

Creates two separate subaccounts within the Electronic Waste Recovery and Recycling Account: one for video display device fees and one for battery-embedded product fees, with funds continuously appropriated for collection, recycling, and program administration.

Requires manufacturers of covered battery-embedded products to submit annual reports to CalRecycle detailing battery chemistry, recycled materials content, and provide consumers with information on recycling locations and methods; imposes labeling requirements identifying manufacturer name and battery chemistry.

Establishes a covered electronic waste recycling payment schedule beginning July 1, 2028, to cover average net costs for recyclers to process battery-embedded products, with a default rate of $0.75 per pound until a new schedule is adopted.
