Requires the Secretary of Government Operations to evaluate the impact of deepfakes and digital content forgery technologies on California state government, businesses, and residents, upon appropriation by the Legislature.

Mandates evaluation of risks including privacy impacts, effects on civic engagement and voters, legal implications, and best practices for preventing deepfake technology.

Directs the Secretary to develop a coordinated plan to investigate feasibility of digital content provenance standards for state departments and increase public ability to identify forged content.

Requires the Secretary to report to the Legislature by October 1, 2024, on potential uses and risks of deepfake technology, including coordinated plan recommendations and suggested definition modifications.

Sunsets on January 1, 2025, unless extended by subsequent legislation enacted before that date.
