Requires the Secretary of the Natural Resources Agency and Secretary for Environmental Protection to convene a committee by December 31, 2024, to develop a strategic vision, proposed statutes, and recommendations for modernizing California's 21st century water laws, regulations, and state and local water agencies.

Committee composition includes 5 specified state agency heads (Natural Resources, Environmental Protection, Food and Agriculture, Public Utilities Commission President, and Office of Planning and Research Director), plus 2 members appointed by the Senate Committee on Rules and 2 members appointed by the Speaker of the Assembly.

Committee must address water supply reliability, quality, ecosystems, flood management, regional sustainability, regulatory structures, human right to water, workforce development, historic injustices to tribal and disadvantaged communities, food security, and climate change considerations.

Requires appointment of a "blue ribbon" citizen commission or taskforce and stakeholder advisory committee representing diverse interests including fishing, conservation, agriculture, urban water, tribal, recreational, and scientific interests to provide input to the committee.

Authorizes state agencies to provide staff and resources, and allows the committee to contract with consultants (exempt from Public Contract Code requirements) to assist with preparation of the strategic vision and proposed statutes, with all contracts terminating by December 31, 2024.
