Requires school district governing boards to adopt a policy specifying how parents and guardians may inspect written and audiovisual materials used in comprehensive sexual health education and HIV prevention education.

Mandates materials be made available at each schoolsite and posted on the school district's internet website or parent/guardian portal within 30 days of adoption, but no later than 14 days before instruction is given.

Applies material availability requirements to updates or changes to educational materials and to materials used by outside consultants or guest speakers contracted on or after January 1, 2023.

Requires school districts to notify parents about material availability pursuant to the adopted policy when advising them of upcoming sexual health and HIV prevention instruction.

Provides that if the Commission on State Mandates determines this bill imposes state-mandated costs, reimbursement shall be made pursuant to Government Code Part 7.
