CA SB1226

Authorizes private nonprofit corporations providing services to zero-emission transportation systems to join joint powers authorities with public agencies to develop, construct, and operate zero-emission transit facilities that reduce greenhouse gases and vehicle congestion.

Prohibits joint powers authorities formed under this section from incurring debt and requires board composition to be determined by participating public agencies, with private nonprofit representation not exceeding 50 percent.

Requires joint powers authorities undertaking projects to obtain enforceable commitments that contractors use skilled and trained workforces and comply with prevailing wage requirements under California Labor Code.

Mandates private entities performing work for these authorities to certify in writing under penalty of perjury that prevailing wages will be paid and skilled and trained workforces will be used on all construction work.

Expires January 1, 2032.
