State Air Resources Board must adopt revisions by July 1, 2024 to zero-emission and near-zero-emission vehicle incentive programs to allow applicants to become prequalified for incentives before purchasing vehicles, where feasible.

If the board finds revisions infeasible, it must prepare a report by July 1, 2024 describing the rationale and post it on its website with notice to relevant legislative committees.

Board must create a single unified education and application portal (contingent on legislative appropriation) enabling applicants to access information and submit one application for all state incentive programs.

Regulations for the Clean Cars 4 All Program must ensure all hybrid vehicles purchased with incentives are capable of plug-in charging by January 1, 2025.

Board must coordinate with districts and local nonprofit organizations to identify barriers to accessing Clean Cars 4 All and develop outreach protocols and success metrics.
