By January 1, 2024, the Department of Motor Vehicles must submit a report identifying unserved or underserved populations including non-English speakers and people experiencing homelessness, along with strategies to effectively outreach and serve these communities.

The report must include procedures for coordinating with community groups, nonprofits, and local entities to serve targeted populations, and procedures to approve or deny outreach requests within 30 days.

By June 1, 2024, the department must implement the outreach procedures specified in the report to solicit and respond to requests from community groups and other entities.

By January 1, 2026, the department must submit a follow-up report describing specific outreach efforts made, events held for underserved populations, and the number of service requests received from these communities.

The section automatically repeals on January 1, 2028.
