Adds Section 41756 to the Health and Safety Code to authorize operation of portable equipment during emergency events without requiring permits from air districts.

Allows portable equipment to operate during emergency events as defined in existing state regulations, including sudden natural disasters like earthquakes, floods, and fires that threaten public health and safety.

Expands the definition of "emergency event" to include public safety power shut-off events, defined as planned power outages by electrical corporations to reduce wildfire risk from utility equipment.

Requires portable equipment and operators to comply with requirements in Title 13, California Code of Regulations Section 2455(c) when operating during emergency events.
