Authorizes school district governing boards to adopt separate resolutions converting preferential voting pupil members to full voting members with the same voting power as regular board members.

Allows governing boards to restrict full voting pupil members from voting on pupil disciplinary matters involving conflicts of interest, negative personnel matters with direct associations, closed session matters, and other specifically identified business.

Grants full voting pupil members access to closed session materials, attendance at closed sessions, and voting rights on closed session matters unless restricted by board resolution; allows preferential voting members to access closed sessions only if authorized by separate resolution.

Permits governing boards to provide pupil members with stipends and authorizes pupil members to make and second motions that may be acted upon by the board.

Requires a majority vote of all voting board members to remove a sitting pupil member from the governing board, thereby making the pupil member position permanent rather than eliminable.
