Defines "called to active duty" to include active duty in the United States Armed Forces and active duty in the California National Guard under specified conditions (state of insurrection, state of extreme emergency, or other active duty proclamations)

Requires professional boards to waive renewal fees, continuing education requirements, and other renewal requirements for licensees on active duty if they held a current valid license before being called to active duty and provide written documentation of service

Prohibits licensees from engaging in licensed activities during the waiver period, except those providing services while on active duty must convert to "military active" status with no private practice permitted

Requires licensees to notify their board within 60 days of receiving notice of discharge and complete all renewal requirements within six months of discharge to resume licensed activities

Exempts boards that already have similar statutorily authorized military service license renewal waiver processes
