Establishes the Los Angeles County Abortion Access Safe Haven Pilot Program with $20,000,000 in funding from the Budget Act of 2022, available until June 30, 2028, to expand access to sexual and reproductive health care, including abortion, in Los Angeles County.

Authorizes program funds for medically accurate education and training, health care worker training, secure infrastructure, countering misinformation, care coordination, and advancing abortion access.

Requires the program administrator to maintain financial reporting systems tracking all expenditures and activities while prohibiting collection of identifying personal information about service providers, participants, or recipients.

Mandates annual reports to the Legislature beginning January 1, 2025, summarizing funded projects and collaborations, with subsequent reports due each January covering the previous fiscal year.

Exempts grant applications and financial reporting under this program from disclosure under the California Public Records Act to protect the privacy and safety of individuals and organizations involved in providing or supporting abortion access.
