Requires franchisors and affiliated companies to report to California franchisees, upon request, any money, goods, services, or benefits received from entities the franchisee does business with, within 120 days of the franchisor's fiscal year end.

Prohibits franchisors from executing agreements requiring franchisees to waive or assign rights to rebates, promotions, allowances, or other monetary incentives unless the agreement states the potential or current gross value of that right.

Requires franchisors to include a reasonable estimate of value based on average value for similarly situated franchises when the actual gross value is unknown.

Specifies that violations of the monetary incentive waiver provision are not crimes, distinguishing them from other franchise law violations.
