Increases the maximum document processing charge for vehicle dealers with a contractual agreement with the Department of Motor Vehicles (DMV) as private industry partners from $85 to $175, effective January 1, 2024.

Maintains the maximum document processing charge for all other dealers at $70.

Clarifies that the document processing charge covers preparation and processing of documents, disclosures, and titling, registration, and information security obligations imposed by state and federal law.

Specifies that the document processing charge shall not be represented as a governmental fee.

Limits electronic filing charges to the actual amount dealers are charged by service providers for license plate processing, postage, and related registration services.
