Continues the zero-emission vehicle division within the Governor's Office of Business and Economic Development as the Zero-Emission Vehicle Market Development Office, administered by a deputy director appointed by the Governor

Establishes the Zero-Emission Vehicle Equity Advocate position within the office until January 1, 2028, appointed by and serving at the pleasure of the Governor

Requires the office to develop a shared cross-agency definition of equity and set an equity agenda for deployment of light-, medium-, and heavy-duty zero-emission vehicles, supporting infrastructure, and workforce development

Mandates the office develop and adopt an equity action plan that includes recommendations for improving access to zero-emission vehicles in low-income and disadvantaged communities and reducing transportation-sector pollution in those areas

Requires the office to assess progress on the equity action plan and notify relevant legislative committees with metrics on state funding and vehicle deployments in disadvantaged communities as part of periodic updates to the Zero-Emissions Vehicle Market Development Strategy
