Revises definitions of water systems eligible for state board administrator assistance, including "designated water system," "at-risk water system," and "affected residence" serving disadvantaged communities.

Authorizes the State Water Resources Control Board to contract with or appoint administrators to provide administrative, technical, operational, legal, or managerial services to public water systems, state small water systems, and affected residences needing assistance.

Limits administrator liability by protecting appointed administrators from claims by ratepayers or water consumers if good faith and reasonable effort were used, and exempts administrators from liability for injuries or damages occurring before the operation period begins.

Requires the state board to develop a handbook establishing standards, procedures, and public engagement requirements for administrator selection, budgets, rate-setting, and development of post-administrator service plans.

Exempts administrative and managerial contracts from competitive bidding requirements under the Public Contract Code to enable faster implementation of administrator services.
