Prohibits the sale or offer for sale of disposable propane cylinders (nonrefillable two-pound DOT 39 propane canisters) effective January 1, 2028.

Exempts cylinders designed for construction industry use containing less than 15 ounces of fuel, cylinders with a height-to-width ratio of 3.55 to 1 or greater, and cylinders offered to state or local government agencies through the General Services Administration's State and Local Disaster Purchasing Program.

Authorizes city attorneys or county counsel to impose civil penalties of $500 per day for the first violation, $1,000 per day for a second violation, and $2,000 per day for third and subsequent violations.

Directs civil penalties collected to be paid to the office of the city attorney or county counsel that brought the enforcement action.
