Authorizes pharmacists to furnish any FDA-approved opioid antagonist (not limited to naloxone hydrochloride) according to standardized procedures and protocols developed by the State Board of Pharmacy and Medical Board of California

Requires pharmacists to complete at least one hour of continuing education on opioid antagonist use before furnishing the drugs

Mandates standardized procedures include patient education on overdose prevention, recognition, response, safe administration, side effects, and emergency care, plus information about drug treatment programs

Requires notification of the patient's primary care provider with patient consent when opioid antagonists are furnished

Allows both the State Board of Pharmacy and Medical Board of California to enforce compliance with respect to their respective licensees
