Amends Penal Code Section 1203.41 to allow courts to dismiss felony convictions for defendants sentenced to state prison if the conviction did not require sex offender registration, expanding eligibility for conviction record relief.

Modifies automatic conviction record relief procedures under Section 1203.425 to clarify that relief granted does not make ineligible persons who are otherwise ineligible under state or federal law to provide in-home supportive services or waiver personal care services.

Updates Section 11105 regarding state summary criminal history information disclosure to reflect changes to conviction relief statutes and ensure criminal history records are handled consistently across related sections.

Operative only if Senate Bill 731 is passed and signed before this bill is signed, establishing interdependency between the two measures.

Contains alternative operative provisions (Section 1.5) that incorporate amendments proposed by both this bill and Senate Bill 1106 if both bills are enacted before January 1, 2023.
