Requires the Department of Community Services and Development to establish a Multifamily Rapid Deployment Building Decarbonization and Extreme Heat Program to upgrade multifamily buildings with efficiency improvements, electric appliances, and extreme heat protections, with guidelines due by April 1, 2023 and implementation by September 30, 2023.

Includes mandatory tenant protections such as requiring consent for work, tenant education, protections against displacement, and limits on rent increases following upgrades.

Extends annual allocation of $50 million in greenhouse gas allowance revenues to the Technology and Equipment for Clean Heating (TECH) Initiative from June 30, 2023 to June 30, 2030, with at least 50 percent benefiting disadvantaged or low-income communities.

Allows legislatively appropriated TECH Initiative funds to be used statewide for incentives and targeted electrification projects that reduce gas system investment costs, not limited to specific utility service territories.

Requires implementation only upon Legislative appropriation and provides that no state reimbursement is required for local agencies under Article XIII B of the California Constitution.
