Requires state agencies to submit information about proposed contract extensions or renewals to the Joint Legislative Budget Committee before the contract end date for non-competitively bid contracts worth $75,000,000 or more entered into on or after January 1, 2023.

Applies to contracts for the acquisition of goods or services awarded without competitive bidding.

Willful violation of this requirement is punishable as a misdemeanor.

No state reimbursement is required for local agencies or school districts under Article XIII B of the California Constitution since any costs result from changes to criminal penalties.
