Exempts telephone companies engaged in providing communications services from Penal Code provisions prohibiting unauthorized wiretapping and telephone interception when performed for construction, maintenance, conduct, or operation of their services and facilities.

Adds definition of "telephone company" to Section 631, referencing the definition in Section 638(c)(3) of the Penal Code.

Applies the same exemption to Section 632.7, which prohibits recording communications between cellular phones, cordless phones, and landline phones without consent of all parties.

Maintains existing penalties of up to $2,500 fine or one year county jail for first violations, and up to $10,000 fine or one year imprisonment for repeat offenses.
