Adds clean energy transmission projects as eligible for California's environmental leadership streamlining program, specifically projects that upgrade existing transmission infrastructure to deliver renewable energy from offshore wind projects in or near Humboldt County.

Requires clean energy transmission projects to quantify and mitigate greenhouse gas emissions impacts using a priority hierarchy: direct project emissions reductions first, then emissions reductions within the same air district, then offsets within the same district, and finally offsets providing direct environmental benefits to the region.

Establishes that clean energy transmission projects must comply with prevailing wage requirements, job creation standards, and binding mitigation agreements enforceable by the lead agency for the life of the obligation.

Requires applicants to pay costs for preparing the record of proceedings concurrent with project review and to cover trial court and court of appeal costs for any cases challenging the lead agency's certification decision.

Finds that a special statute is necessary for Humboldt County due to unique offshore wind resources and lack of existing transmission infrastructure to deliver wind energy to load centers.
