Authorizes beer manufacturers, winegrowers, rectifiers, craft distillers, and distilled spirits manufacturers to purchase advertising space and time at specified facilities on the San Diego State University campus, including the SDSU Mission Valley site, located in San Diego County.

Permits advertising purchases at five types of SDSU facilities: outdoor multipurpose stadiums with at least 30,000 seats, fully enclosed arenas with over 10,000 seats, outdoor baseball stadiums with at least 1,800 seats, outdoor softball stadiums with at least 300 seats, and open-air amphitheaters with at least 4,000 seats.

Requires all advertising purchases to be conducted through written contracts between alcohol manufacturers and the facility owner, long-term tenant, or licensee, whether or not they hold an on-sale license.

Establishes misdemeanor penalties including county jail time up to six months, fines equal to advertising contract value plus $10,000, and potential license revocation for manufacturers who coerce wholesalers or retailers who coerce manufacturers to violate advertising restrictions.

Took effect immediately upon Governor approval on September 13, 2022, as an urgency statute.
