Establishes the California Opioid Settlement Fund in the State Treasury to receive and manage the state's share of funds from the National Opioid Settlement agreement announced February 25, 2022, involving California, other states, and major opioid manufacturers (Cardinal Health, McKesson, AmerisourceBergen, and Johnson & Johnson).

Requires at least 60% of appropriated funds be used to provide addiction-related services for people who are homeless or at risk of homelessness.

Limits mass media campaigns to no more than 10% of annual appropriated funds.

Prioritizes funding for substance use disorder treatment facilities, diversion programs from the justice system, first responder training, housing for at-risk foster youth, and school-based drug prevention programs.

Requires fund distributions to be made through annual legislative appropriations consistent with Master Settlement Agreement terms.
