Extends indefinitely the CEQA exemption for converting motels, hotels, residential hotels, or hostels to supportive or transitional housing (previously set to expire January 1, 2025).

Removes the requirement that state agencies adopt guidelines incorporating Housing First core components, but allows agencies that previously incorporated Housing First to fund housing that does not comply with Housing First standards.

Establishes data reporting requirements for grantees of 10 specified state homelessness programs to enter participant data into local Homeless Management Information Systems by January 1, 2023.

Creates a statewide Homeless Data Integration System to collect and match homelessness data across local systems and state programs like Medi-Cal and CalWORKs, with protections for health and personal information from public disclosure.

Provides that no state reimbursement is required for local agencies under Article XIII B of the California Constitution because local agencies have authority to levy service charges or fees for the mandated program.
