Governor's Office of Business and Economic Development must complete and submit a report to the Legislature by January 1, 2025 on local sidewalk vending in California in consultation with UC Los Angeles, UC Davis, sidewalk vendor organizations, local authorities, and other stakeholders.

Report must include barriers to obtaining permits or business licenses for sidewalk vending, barriers to operating in compliance with existing law, and an assessment of local sidewalk vending ordinances.

Report must document the extent of noncompliance with local sidewalk vending ordinances, including number of citations issued, types of citations, vendors with multiple citations, and vendors receiving reduced fines.

Report must include recommendations for legislative changes or best practices to reduce barriers, ensure local jurisdictions adopt compliant ordinances, and decrease repeated noncompliance without unduly burdening the sidewalk vendor community.

This provision shall be repealed on January 1, 2029.
