Authorizes cities, counties, or city and counties to restrict residential housing development in moderate, high, and very high fire hazard severity zones as defined by the State Fire Marshal under Section 51178.

Requires any jurisdiction restricting housing development in fire hazard zones to adopt a plan ensuring production of at least double the number of residential units that would not be developed due to the restriction.

Plan to replace restricted units must address production through rezoning, permitting, financial assistance, or other measures necessary to achieve regional housing needs and meet the doubling requirement.
