CA SB13

Reestablishes a pilot program for Napa and San Bernardino county commissions to authorize cities or districts to provide new or extended services outside their jurisdictional boundaries and spheres of influence, effective until January 1, 2026.

Requires commissions to hold noticed public hearings and make specific determinations before approving service extensions, including that extensions will not adversely impact open space, agricultural lands, or induce growth.

Authorizes the Napa commission specifically to approve City of St. Helena providing services to five identified property parcels for agricultural employee housing (6-12 units) or mobilehome park reuse/redevelopment (up to 25 units).

Requires Napa and San Bernardino commissions to report to the Legislature by January 1, 2025, on pilot program participation, including number of service extension requests received and commission actions taken.

Takes effect immediately as an urgency statute due to COVID-19 pandemic delays in the legislative process.
