Requires counties to assist nonminor dependents receiving SSI benefits in establishing continuing disability as an adult, including identifying an appropriate representative payee (the nonminor dependent themselves, a trusted adult, or the county).

Expands SSI screening requirements to include all nonminor dependents, not just youth approaching 18, and requires counties to submit applications on behalf of those screened as likely eligible and who consent.

Specifies that counties serving as representative payees must establish no-cost, interest-bearing maintenance accounts, maintain itemized records, and use funds only for the beneficiary's benefit, medical treatment, education, personal needs, or other Social Security Administration-approved purposes.

Requires counties to assist nonminor dependents or their representative payees (other than the county) in communicating changes in foster care cases to the Social Security Administration that would affect SSI eligibility or benefit amounts.

Ensures nonminor dependents receive at least one SSI payment during every 12-month period while in care by having the county supplement with nonfederal AFDC-FC benefits if necessary to maintain eligibility.
