Repeals requirement for the Department of General Services to develop and adopt specifications and standards for passenger cars and light-duty trucks for the state vehicle fleet.

Requires the Department of General Services to adopt a procurement method by January 1, 2023, to maximize purchase and availability of alternative fuel vehicles (battery electric, hydrogen fuel cell, and plug-in hybrid electric vehicles) in the state fleet.

Mandates evaluation of cost and environmental and energy benefits for any passenger vehicles and light-duty trucks powered solely by internal combustion engines purchased by the state, considering greenhouse gas emissions, air pollutants, petroleum use, and total ownership costs.

Requires the Department of General Services to evaluate vehicles annually for state and local fleet procurement, establish vehicle "classes" based on required work or tasks, and provide alternative fuel infrastructure information to nearby fueling stations.

Exempts authorized emergency vehicles and vehicles purchased or modified for disability services or reasonable workplace accommodations from the bill's requirements.
