Establishes the Military and Veteran Consumer Protection Act of 2022, allowing an additional civil penalty up to $2,500 per violation for unfair competition directed at service members or veterans.

Expands small claims court exceptions to allow service members assigned more than 100 miles from court or unable to appear due to military duty to participate via video or through a representative without compensation limits for government employees.

Prohibits accessing, reading, or requiring service members to provide Common Access Card information, conditioning military discounts on waiving legal rights, and making violations a misdemeanor.

Reduces motor vehicle lease termination requirements from permanent station moves outside continental U.S. to moves over 100 miles away, and reduces deployment deferment periods from 180 days to 90 days.

Voids certain security interests in personal property and motor vehicles that would exempt covered military members' loans from federal Military Lending Act protections, and modifies payment deferment terms for service members' real estate obligations.
