Prohibits the County of Los Angeles from discriminating against employees who are members of recognized employee organizations regarding health benefit plan access and options.

Prevents the County from limiting represented employees' health plan enrollment to plans with fewer benefits than those offered to non-represented employees.

Bars the County from disqualifying represented employees from participating in superior health benefit plans or restricting access to plans available to managerial and non-union employees.

Declares the provision to be declaratory of existing law rather than a change in law.

Requires state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
