Prohibits operators from injecting concentrated carbon dioxide fluid from carbon dioxide capture projects or carbon dioxide capture and sequestration projects into Class II injection wells for purposes of enhanced oil recovery

Defines "concentrated carbon dioxide fluid" as fluid containing carbon dioxide proportionally greater than ambient atmospheric concentration

Defines "carbon dioxide capture project" as a process separating carbon dioxide from industrial or energy-related sources (other than oil or gas production) with intent to prevent atmospheric emission

Establishes that violation of the prohibition is a misdemeanor crime under existing oil and gas operation penalties

Declares that carbon capture technologies are intended to facilitate transition to a carbon-neutral society, not continued fossil fuel dependence
