Authorizes the Department of Alcoholic Beverage Control to issue consumption area permits in the City of San Jose for privately owned commercial areas of at least 15,000 contiguous square feet within mixed-use projects of 35+ acres.

Permits consumers to remove alcoholic beverages purchased from licensed on-sale retailers and consume them only within the designated consumption area, with beverages sold in clearly marked containers.

Requires permitholder to implement security measures including physical barriers with clear entrances/exits, limit consumption hours, prevent vehicle operation during consumption hours, and maintain data on disturbances, assaults, thefts, and violations for law enforcement.

Prohibits consumption area permits from being issued to premises already licensed to sell alcohol and establishes joint responsibility among contiguous licensees for compliance with all applicable laws and subject to license discipline.

Allows licensed manufacturers to sell beverages in the permitted consumption area alongside multiple retailers, with retailers prohibited from selling products made by that manufacturer and manufacturers able to advertise the area with retailers paying their pro rata share of costs.
