Legislature intends that the State Energy Resources Conservation and Development Commission monitor foreign countries exporting oil to California and identify on its website which countries have demonstrated human rights abuses (per U.S. Department of State or human rights organizations) and which have lower environmental standards for oil production than California.

State Air Resources Board must annually produce and post on its website an assessment of greenhouse gas emissions associated with oil transportation in California, broken down by country of origin for imported oil and separately for in-state produced oil, including methodology, assumptions, and data sources used.

State Energy Resources Conservation and Development Commission must annually provide petroleum industry reporting data to the State Air Resources Board for purposes of the greenhouse gas emissions assessment.

Geologic Energy Management Division must provide a link on its website to air quality emissions data associated with the transportation of oil imported into the state.
