State Air Resources Board must determine annually (by June 30, 2023 and thereafter) the number of publicly available hydrogen-fueling stations needed to provide a statewide network, considering the 2020 Mobile Source Strategy and Executive Order N-79-20.

State Energy Resources Conservation and Development Commission must annually allocate appropriate amounts from the Alternative and Renewable Fuel and Vehicle Technology Fund for hydrogen-fueling stations and electric vehicle charging stations based on the commission's biennial statewide assessment.

Commission must allocate at least 60 percent of hydrogen-fueling station funds toward projects benefiting disadvantaged or low-income communities as defined in Sections 39711 or 39713.

Commission must allocate $150,000 annually to improve driver communications regarding publicly available hydrogen-fueling stations.

Commission and State Air Resources Board must jointly review and report annually on progress toward establishing a network of 200 statewide publicly available hydrogen-fueling stations and determine remaining costs and timing needed.
