Entitles public sector hospital, clinic, and public health employees who provide direct patient care to one unpaid 30-minute meal period on shifts over 5 hours and a second unpaid 30-minute meal period on shifts over 10 hours.

Requires employees to receive 10 minutes of net rest time per 4 hours or major fraction thereof worked daily.

Obligates employers to pay one additional hour of compensation at the regular rate for each workday that a required meal or rest period is not provided.

Exempts employees covered by valid collective bargaining agreements that provide equivalent meal and rest periods with a monetary remedy of at least one hour of additional pay.

Applies to employees directly employed by the state, political subdivisions, counties, municipalities, and the Regents of the University of California.
