Prohibits housing providers from using a person's credit history as part of rental application screening when the applicant receives government housing subsidies (federal, state, or local assistance including Section 8 vouchers and HUD Veterans Affairs Supportive Housing vouchers).

Requires housing providers to offer applicants the option to provide alternative evidence of financial responsibility and ability to pay instead of credit history evaluation.

Mandates that housing providers must consider and accept alternative financial evidence in lieu of credit history when determining whether to rent to subsidy-receiving applicants.

Applies to instances where there is a government rent subsidy and works in conjunction with existing prohibitions on using non-tenant-paid financial standards to assess rental eligibility.
