Authorizes area agencies on aging and counties to establish aging multidisciplinary personnel teams to identify, assess, and link older adults (age 60+) to services and coordinate service delivery.

Permits team members from various agencies (mental health, law enforcement, social services, legal counsel, medical, veterans services, domestic violence organizations, etc.) to share confidential information relevant to serving older adults.

Requires protocols governing information sharing that include affirmative consent requirements, opt-out provisions, security safeguards, confidentiality training, and notification that refusing to share does not affect service eligibility.

Protects team discussions from court discovery by making testimony about information disclosure inadmissible in any criminal, civil, or juvenile court proceeding and subjecting all team members to same confidentiality obligations as the disclosing agency.

Mandates each area agency on aging or county post protocols on their website within 30 days and provide copies to the California Department of Aging.
