Expands definition of "subsurface installation" to include nonpressurized sewerlines, storm drains, and drain lines previously excluded from the Dig Safe Act of 2016.

Requires Department of Transportation to join regional notification centers and share costs beginning January 1, 2025.

Revises "legal excavation start date and time" to exclude weekends and holidays, and removes the 7:00 a.m. to 5:00 p.m. hour limitation for working days.

Changes damage notification requirements: excavators must call 911 and notify the board within 2 hours for life-threatening damage, or within 2 hours for non-life-threatening damage.

Modifies vacuum excavation requirements to mandate equipment be "designed, engineered, and purpose built" for such work, and requires operators to indicate non-agreement with vacuum methods in their response.
