Requires the State Air Resources Board to complete a comprehensive feasibility assessment of renewable hydrogen production, distribution, transmission, and application in California by December 31, 2024, upon legislative appropriation.

Assessment must include the history of renewable hydrogen in the state, potential job creation from production and distribution facilities, opportunities to integrate hydrogen production with water treatment projects, and siting possibilities with hard-to-decarbonize industries.

Assessment shall analyze life-cycle greenhouse gas emissions from various renewable hydrogen production methods and air pollution and environmental impacts from hydrogen distribution and end uses.

State Air Resources Board may contract with an educational institution or related organization to conduct the assessment and must post the completed report on its website by December 31, 2024.

Provision sunsets and is repealed on January 1, 2027.
