Establishes the California Youth Apprenticeship Program within the Division of Apprenticeship Standards to award grant funds for funding existing or developing new apprenticeship and preapprenticeship programs serving youth ages 16-24

Defines target population as individuals ages 16-24 who are disconnected from education/employment, unhoused, in child welfare/juvenile justice/criminal legal systems, living in concentrated poverty, or facing barriers to labor market participation

Requires the Office of the California Youth Apprenticeship Program to complete planning by October 31, 2023 and begin soliciting grant proposals by March 31, 2024

Allows grant funds for instruction, curriculum design, case management, related instruction, equipment, tools, uniforms, and wraparound support services including mental health and childcare

Program implementation is contingent on legislative appropriation of funds
