Statement due 12 days before election must be filed online or electronically if required, or by guaranteed overnight delivery service or personal delivery for city or county committees filing in paper format.

Expands scope of existing crimes related to Political Reform Act reporting requirements, creating a state-mandated local program with no state reimbursement required.

Declares the bill furthers the purposes of the Political Reform Act of 1974.
