Local government entities (cities and counties) must provide homelessness information to the California Interagency Council on Homelessness by January 1, 2025, including demographic data, health service usage, mortality statistics, and veteran/domestic violence victim counts.

Local government entities must report all expenditures on homelessness programs and efforts with funding sources separated into federal, state, and local categories by January 1, 2025.

Local government entities may satisfy reporting requirements by providing the requested information, explaining why they lack access to it, or stating that providing it would impose undue burden without additional resources.

The council must develop and maintain a publicly accessible homelessness dashboard and report state program information and assessment of homelessness program effectiveness to the Legislature and dashboard by January 1, 2026.

The section is repealed effective January 1, 2027, and local agencies may receive state reimbursement for mandated costs under Government Code Section 17500 et seq.
