Appropriates $3,130,603.13 from the General Fund to the Attorney General for payment of claims and judgments in Thomas More Law Center v. Bonta ($2,880,603.13) and Institute for Free Speech v. Bonta ($250,000).

Requires any funds appropriated in excess of amounts needed for these claims to revert to the General Fund within 45 days after final payment.

Appropriates $247 to the Department of General Services for payment of claims accepted by the Government Claims Program from the Motor Vehicle Account.

Declares the act an urgency statute effective immediately to enable rapid payment of claims and reduce hardship to claimants.
