Requires law enforcement officers to verify through Department of Motor Vehicles records that no current registration exists before issuing a citation for failure to display current registration tabs on a vehicle's license plate.

Prohibits issuance of citations for missing or expired tabs if the vehicle has a current registration on file with the department.

Extends the verification requirement to parking enforcement officers, with an exception if they do not have immediate access to DMV records.

Reduces civil penalties for registration violations to $10 upon proof of correction to the processing agency.

Provides that if the Commission on State Mandates determines costs are mandated by the state, reimbursement shall be made pursuant to Government Code provisions.
