Authorizes the Department of Alcoholic Beverage Control to issue special on-sale general licenses to nonprofit radio broadcasting companies (in addition to existing nonprofit theater companies) that are tax-exempt under state and federal law.

Allows nonprofit radio broadcasting companies to sell and serve alcoholic beverages to ticketholders only during, and two hours before and one hour after, a bona fide performance, subject to the same sales hour restrictions as other licensees.

Sets application and annual renewal fees for nonprofit radio broadcasting companies at the same rate as nonprofit theater companies per Section 23320.

Expands tied-house restrictions exceptions to permit licensed manufacturers, wholesalers, and related entities to serve as trustees, officers, directors, or employees of nonprofit radio broadcasting companies operating in Napa County, Livermore, Modesto, or Sacramento.

Incorporates conforming amendments to include nonprofit cultural film exhibition companies in the definition of qualifying organizations for special on-sale general licenses, with authority to sell beverages during and surrounding bona fide film exhibitions.
